An NVQ for Quality Managers & Clerks of Works

According to a recent survey by the CIOB more than three-quarters of construction professionals believe the industry’s current management of quality is inadequate. Based on the findings from the call for evidence and wider research, Paul Nash, past-president of the CIOB and chair of the commission is recommending a number of measures, one of which is to develop a competency-based quality qualification/certification.

The Pearson Edexcel Level 6 NVQ Diploma in Senior Site Inspection is not only accessible to Clerk of Works, Site Inspectors and Building Quality Officers who monitor the work of companies that carry out contracts for their employer or client. It is also accessible to those individuals who typically work for both Main Contractors and Sub Contractors who liaise closely with the client team to ensure a quality product. In some companies this is a stand alone function, however typically this role is undertaken as a duel function by more experienced site/construction managers. Although employed by the contractor, these quality managers are really carrying out the work of the old Clerk of Works, without arguably the same level of impartiality.

This qualification is broadly comparable to Bachelors Degree in Construction Management and demonstrates that that you carry out your job function to an industry standard. Other benefits would include access to Membership of The Institute of Clerks of Works and Construction Inspectorate (ICWCI), Black CSCS Card and Membership of the Chartered Institute of Building (CIOB) through the full professional review.

CADUK have seen a noticeable increase in applicants for the Level 6 Senior Site Inspection qualification particularly from Scotland, largely because the Scottish government is considering making it mandatory to employ a clerk of works on all public sector jobs, a requirement that would have a massive impact on site inspection arrangements north of the border and could well have ramifications south of it too.

NVQ for Principal Designer/Contractor (CDM 2015) – ProQual Level 6 NVQ in Occupational Health and Safety Practice

The ProQual Level 6 NVQ Diploma in Occupational Health and Safety Practice is designed for those people involved in the practical application and/or management of health and safety and is appropriate to people from a variety of sectors including Energy, Oil & Gas, Retail, Corporate Business, and Construction. They will have an autonomous role in their organisation for managing health and safety policy and practice and will report directly to or be part of the senior management team.

CADUK are specialists in Construction Supervisory and Managerial NVQs and have identified the Level 6 NVQ Diploma in Occupational Health & Safety Practice as the qualification that provides the Principal Designer or Principal Contractor  (i.e. those people responsible for the H&S of the project in construction phase and its safe delivery as defined in Construction (Design and Management) Regulations 2015) with formal recognition for the skills and knowledge that would be needed to carry out this role effectively.

NVQ for Senior Design Managers?

CADUK have seen a notable increase in interest from Senior Design Managers looking to gain professional recognition for the work that they carry out. Many already have academic qualifications but have no CDM 2015 compliant way of demonstrating occupational competence.

Achievement of the Pearson/Edexcel Level 7 NVQ Diploma in Built Environment Design & Consultancy Practice is the obvious solution. This Masters Degree level qualification provides recognition for employed and self-employed Design Managers (also known as Design Coordinators or Design and Build Managers) directly responsible for directing design projects as well as the teams that deliver design solutions.

In addition to managing the design team and the design process using his/her commercial, contractual and technical expertise, they will also advise the client as to the requirements in the development of a building design regarding current legislation, standards and codes of practice. They will work to ensure design information is of the appropriate quality and keeps pace with project timescales.

In addition to providing Senior Design Managers with access to the Black CSCS Card, achievement of this qualification provides the opportunity for individuals to apply for Membership of The Chartered Institute of Building (CIOB), Membership of The Chartered Association of Building Engineers (CABE), and Associate Membership of The Royal Institution of Chartered Surveyors (RICS).

There are two pathways for this qualification:

  • Pathway 1 is for design managers that direct or lead Built Environment design teams.
  • Pathway 2 is for design specialists that run their own consultancy businesses

This qualification will compliment and enhance any academic qualifications previously achieved by Design Managers.
